Narrative:

Some aircraft operators are approved for 15R approachs to bos circling 'down the channel' to runway 4L. Some are not. Approach has always advised 'expect runway 15R circle runway 4L' giving pilots time and information to advise approach if they are not approved for this approach. On this night approach advised 'expect runway 15R for the visibility to runway 4L'. This is something new. Implying greater altitude on final course selection to runway 4L. Perhaps visly around to west and south of downtown. After selection of tower and on advising airport in sight for visibility, tower instructed approach to be made 'over the channel'. These are very misleading instructions leading to an approach for which the operator may not be approved or a missed approach directly over the airport. Terminology for these special approachs need to be tightened up.

Narrative: SOME ACFT OPERATORS ARE APPROVED FOR 15R APCHS TO BOS CIRCLING 'DOWN THE CHANNEL' TO RWY 4L. SOME ARE NOT. APCH HAS ALWAYS ADVISED 'EXPECT RWY 15R CIRCLE RWY 4L' GIVING PLTS TIME AND INFO TO ADVISE APCH IF THEY ARE NOT APPROVED FOR THIS APCH. ON THIS NIGHT APCH ADVISED 'EXPECT RWY 15R FOR THE VIS TO RWY 4L'. THIS IS SOMETHING NEW. IMPLYING GREATER ALT ON FINAL COURSE SELECTION TO RWY 4L. PERHAPS VISLY AROUND TO W AND S OF DOWNTOWN. AFTER SELECTION OF TWR AND ON ADVISING ARPT IN SIGHT FOR VIS, TWR INSTRUCTED APCH TO BE MADE 'OVER THE CHANNEL'. THESE ARE VERY MISLEADING INSTRUCTIONS LEADING TO AN APCH FOR WHICH THE OPERATOR MAY NOT BE APPROVED OR A MISSED APCH DIRECTLY OVER THE ARPT. TERMINOLOGY FOR THESE SPECIAL APCHS NEED TO BE TIGHTENED UP.
