Narrative:

An aircraft was vectored southwest of the VOR for a VOR-a approach at 3000 feet. I cleared him direct to the VOR and told him to cross the VOR at 3000 feet and cleared him for the approach. I observed him turn towards the VOR and then northbound; west of the VOR towards higher terrain and a 6000 foot minimum vectoring altitude (MVA). I issued a low altitude alert and turned the aircraft southbound on a 180 heading. Once the aircraft was headed south and out of the higher MVA; he cancelled IFR services and proceeded VFR. I did not issue a pilot deviation.
