Narrative:
Heavy traffic into sector due to lack of flow restrictions or non-adherence. Poor climb and rate of turn on 1 of the 2 aircraft in conflict. Controller's attention was divided by several imminent situations at the same time. When 1 aircraft's performance was less than standard the situation became more complex and ultimate conflict occurred with less than required sep. Callback conversation with reporter revealed the following: reporter stated the incident occurred 8 mi nnw of cyn at an altitude of 16000'. The type of aircraft were an medium large transport and an large transport. The medium large transport was off ewr climbing swbnd. Normally these departures cross cyn about 18000'. The medium large transport was climbing very slowly and when issued a turn to the west to avoid the large transport eastbound off phl, the aircraft turned very slowly. Reporter stated that he was very busy and had very little tie to recognize the conflict. The ewr departures are only on his frequency for about 3 mins before converging with phl departures.

Title: ARTCC RADAR CTLR FAILED TO RECOGNIZE THE CONFLICT BETWEEN THE 2 ACFT IN SUFFICIENT TIME TO PROVIDE STANDARD SEPARATION.
Narrative: HVY TFC INTO SECTOR DUE TO LACK OF FLOW RESTRICTIONS OR NON-ADHERENCE. POOR CLB AND RATE OF TURN ON 1 OF THE 2 ACFT IN CONFLICT. CTLR'S ATTN WAS DIVIDED BY SEVERAL IMMINENT SITUATIONS AT THE SAME TIME. WHEN 1 ACFT'S PERFORMANCE WAS LESS THAN STANDARD THE SITUATION BECAME MORE COMPLEX AND ULTIMATE CONFLICT OCCURRED WITH LESS THAN REQUIRED SEP. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: RPTR STATED THE INCIDENT OCCURRED 8 MI NNW OF CYN AT AN ALT OF 16000'. THE TYPE OF ACFT WERE AN MLG AND AN LGT. THE MLG WAS OFF EWR CLBING SWBND. NORMALLY THESE DEPS CROSS CYN ABOUT 18000'. THE MLG WAS CLBING VERY SLOWLY AND WHEN ISSUED A TURN TO THE W TO AVOID THE LGT EBND OFF PHL, THE ACFT TURNED VERY SLOWLY. RPTR STATED THAT HE WAS VERY BUSY AND HAD VERY LITTLE TIE TO RECOGNIZE THE CONFLICT. THE EWR DEPS ARE ONLY ON HIS FREQ FOR ABOUT 3 MINS BEFORE CONVERGING WITH PHL DEPS.
