Narrative:
I was acting as safety pilot to a friend of mine that is training for his INS rating. We were inbound to drake VOR on the intermediate segment of the VOR approach at prescott's love field. We planned on breaking the approach off at the VOR and proceeding outbnd on the drk 061 degree for the ILS 21 approach. When we were level at 8300' and 5 mi east F drk, I contacted prescott tower to inform them of our intentions to shoot the ILS to a full stop. Immediately after making our transmission I spotted an aft at our 12 O'clock position at same altitude. Before I could take the controls and take evasive action the aircraft passed directly overhead. It appears to be no more than 100' overhead. I feel that the lack of radar contributed to this incident. The other aircraft, a corp light transport, was in contact with the tower, and even though we were not at that point, they could have received an advisory from local.

Title: CFI AND STUDENT FLYING UNDER HOOD HAVE NMAC WITH CORP LTT WHILE FLYING THE TRANSITION ROUTE FOR THE ILS DME RWY 21 APCH INTO PRC.
Narrative: I WAS ACTING AS SAFETY PLT TO A FRIEND OF MINE THAT IS TRNING FOR HIS INS RATING. WE WERE INBND TO DRAKE VOR ON THE INTERMEDIATE SEGMENT OF THE VOR APCH AT PRESCOTT'S LOVE FIELD. WE PLANNED ON BREAKING THE APCH OFF AT THE VOR AND PROCEEDING OUTBND ON THE DRK 061 DEG FOR THE ILS 21 APCH. WHEN WE WERE LEVEL AT 8300' AND 5 MI E F DRK, I CONTACTED PRESCOTT TWR TO INFORM THEM OF OUR INTENTIONS TO SHOOT THE ILS TO A FULL STOP. IMMEDIATELY AFTER MAKING OUR XMISSION I SPOTTED AN AFT AT OUR 12 O'CLOCK POS AT SAME ALT. BEFORE I COULD TAKE THE CTLS AND TAKE EVASIVE ACTION THE ACFT PASSED DIRECTLY OVERHEAD. IT APPEARS TO BE NO MORE THAN 100' OVERHEAD. I FEEL THAT THE LACK OF RADAR CONTRIBUTED TO THIS INCIDENT. THE OTHER ACFT, A CORP LTT, WAS IN CONTACT WITH THE TWR, AND EVEN THOUGH WE WERE NOT AT THAT POINT, THEY COULD HAVE RECEIVED AN ADVISORY FROM LCL.
