Narrative:
The incident happened during the approach into hii on the right pattern runway 14. We did a normal approach into hii following our procedures. On our traffic advisories call we were informed that 1 other aircraft is in the pattern and the runway 14 in use. We did an [uneventful] 45 entry to the right downwind and continued to fly the pattern while I was doing my normal pattern calls on CTAF. Then we turned final with all landing preparations done and on a stable glide path. During final approach an aircraft was holding short of the runway. My last call before I recognized him was on hii CTAF 122.7 'lake havasu traffic; [aircraft X] turning final...' on a 1 mile final the traffic holding short started to taxi onto the runway. I immediately sent off a clarification call stating: 'lake havasu traffic [aircraft X] on short final lake havasu' but the traffic continued its taxi. I made another call now being at around 300 feet '[aircraft X] calling the traffic lining up lake havasu' still no answer. So I decided to go around while monitoring the frequency and the traffic. The traffic did not stop and continued its departure. So I did a slight evasive maneuver to the right to keep him in my sight and stay clear of future conflicts; hoping that he will depart. Then I handed the controls over to the instructor pilot and we went back into the traffic pattern while I kept monitoring the aircraft.
