Narrative:
We held over the ocean, waiting for clearance into jfk. I slowed to 250 KTS through 10000' when we were cleared out of the hold on vectors for the VOR 13L approach. ATC advised me to keep the speed up below 10000'. I accelerated to 350 KTS. We descended to 5000' and were turned over to another controller. The second controller asked our speed. When told, advised that it should have been 250 KTS at our position. Through 30 DME from cri, we were in fact inside 12 NM of jersey coast. Fatigue and lack of operational familiarity with 12 mi limit were contributing factors. I was aware of the change from 3-12 mi, but the busy cockpit environment and the 30 DME reading, in addition to the first controller's express request to increase my airspeed, with no subsequent advisory to reduce speed, lured me into ap os that might have been dangerous.

Narrative: WE HELD OVER THE OCEAN, WAITING FOR CLRNC INTO JFK. I SLOWED TO 250 KTS THROUGH 10000' WHEN WE WERE CLRED OUT OF THE HOLD ON VECTORS FOR THE VOR 13L APCH. ATC ADVISED ME TO KEEP THE SPD UP BELOW 10000'. I ACCELERATED TO 350 KTS. WE DSNDED TO 5000' AND WERE TURNED OVER TO ANOTHER CTLR. THE SECOND CTLR ASKED OUR SPD. WHEN TOLD, ADVISED THAT IT SHOULD HAVE BEEN 250 KTS AT OUR POS. THROUGH 30 DME FROM CRI, WE WERE IN FACT INSIDE 12 NM OF JERSEY COAST. FATIGUE AND LACK OF OPERATIONAL FAMILIARITY WITH 12 MI LIMIT WERE CONTRIBUTING FACTORS.
