Narrative:
I noticed a target about 5 mi southeast of our airport moving north. It was not tagged but the trail had become clearly visible and an unverified altitude showed 2000'. The aircraft continued northbound. I advised our local controller about the aircraft and showed him by tapping on the radar scope. He and I talked about the aircraft and I advised him that I wasn't talking to it and didn't know what he was doing. Small aircraft X continued northbound. It began to turn back to the south at a point approximately 1.5-2 mi southeast of the airport. Local control cleared air carrier X for takeoff on runway 13L. Their current noise abatement (company) procedure requires them to jog to the south of 500' and then turn southeast, as if they were departing our currently closed runway 13R (parallel). As air carrier X became airborne and began his turn the small aircraft was completing a 360 degree turn, not a continuation of a turn to the south. I advised the tower controller. He attempted to issue the traffic to air carrier Y as well as getting him to turn back toward the southeast. As air carrier Y passed the aircraft, an small aircraft, he stated something about being 'above him' and 'what is he doing there anyway?' the supervisor had recently left the tower. I called departure control a few moments later as the aircraft began to acquire an assigned code and identify. They advised me that he had just called them and reported 1 mi west of downtown dallas (which is 5 mi southeast of dal). Their supervisor later called with specific information. The tower controller did not want anyone (from management) to ask why he had cleared air carrier Y for takeoff and/or pull the tapes.

I CALLED DEP CTL A FEW MOMENTS LATER AS THE ACFT BEGAN TO ACQUIRE AN ASSIGNED CODE AND IDENT. THEY ADVISED ME THAT HE HAD JUST CALLED THEM AND RPTED 1 MI W OF DOWNTOWN DALLAS (WHICH IS 5 MI SE OF DAL). THEIR SUPVR LATER CALLED WITH SPECIFIC INFO. THE TWR CTLR DID NOT WANT ANYONE (FROM MGMNT) TO ASK WHY HE HAD CLRED ACR Y FOR TKOF AND/OR PULL THE TAPES.
