Narrative:
Air carrier X wbound at 5000 ft. The controller observed a fast moving target out of 6300 ft descending 5 mi opposite direction with air carrier X. The controller attempted to issue traffic and turn air carrier X with no response. After the aircraft passed, air carrier X advised he had a TCASII RA. Air carrier X advised the other aircraft was an small aircraft performing aerobatics, he was squawking XXXX. Workload: medium. Communication was after event. The controller attempted to turn air carrier X, but got no response. The controller suspected they were concentrating on their TCASII and did not respond or hear the xmissions.

Title: SMA Y UNAUTH PENETRATION OF TCA AIRSPACE HAD NMAC WITH ACR X TCASII RA. EVASIVE ACTION TAKEN.
Narrative: ACR X WBOUND AT 5000 FT. THE CTLR OBSERVED A FAST MOVING TARGET OUT OF 6300 FT DSNDING 5 MI OPPOSITE DIRECTION WITH ACR X. THE CTLR ATTEMPTED TO ISSUE TFC AND TURN ACR X WITH NO RESPONSE. AFTER THE ACFT PASSED, ACR X ADVISED HE HAD A TCASII RA. ACR X ADVISED THE OTHER ACFT WAS AN SMA PERFORMING AEROBATICS, HE WAS SQUAWKING XXXX. WORKLOAD: MEDIUM. COM WAS AFTER EVENT. THE CTLR ATTEMPTED TO TURN ACR X, BUT GOT NO RESPONSE. THE CTLR SUSPECTED THEY WERE CONCENTRATING ON THEIR TCASII AND DID NOT RESPOND OR HEAR THE XMISSIONS.
