Narrative:
I had just lifted off runway 35R at pie heading north to X28. Debonaire Y called tower saying he was off from tampa with ATIS in for landing. Tower told him to expect left downwind for runway 35R and called traffic as cherokee X (me) off of runway 35R. He said he had me in sight. Controller called debonaire shortly thereafter and told him to change to right downwind for runway 35R. I think he told him to descend, then not to just continue for left downwind runway 35R. He then called me to point out debonaire traffic to me. He hadn't yet finished TA when I saw the debonaire pass off my left no more than 200 ft in front of me at my altitude. I never saw him in my climb and assumed (you know what they say about assuming) he was closer to tampa than clearwater when he called and that he did in fact see me and would keep proper separation. In speaking with the tower the next day, I was told with the airspace designation there they don't have the authority/authorized to assign headings and altitudes and they see this situation occur all the time. I did bump tampa's airspace after the incident, but that is not my reason for reporting, safety is. I also filed an near midair collision with the FAA.

Title: SMA X HAD NMAC WITH SMA Y IN ATA CLASS D AIRSPACE. SEE AND AVOID CONCEPT. SMA X UNAUTH PENETRATION OF CLASS B AIRSPACE.
Narrative: I HAD JUST LIFTED OFF RWY 35R AT PIE HDG N TO X28. DEBONAIRE Y CALLED TWR SAYING HE WAS OFF FROM TAMPA WITH ATIS IN FOR LNDG. TWR TOLD HIM TO EXPECT L DOWNWIND FOR RWY 35R AND CALLED TFC AS CHEROKEE X (ME) OFF OF RWY 35R. HE SAID HE HAD ME IN SIGHT. CTLR CALLED DEBONAIRE SHORTLY THEREAFTER AND TOLD HIM TO CHANGE TO R DOWNWIND FOR RWY 35R. I THINK HE TOLD HIM TO DSND, THEN NOT TO JUST CONTINUE FOR L DOWNWIND RWY 35R. HE THEN CALLED ME TO POINT OUT DEBONAIRE TFC TO ME. HE HADN'T YET FINISHED TA WHEN I SAW THE DEBONAIRE PASS OFF MY L NO MORE THAN 200 FT IN FRONT OF ME AT MY ALT. I NEVER SAW HIM IN MY CLB AND ASSUMED (YOU KNOW WHAT THEY SAY ABOUT ASSUMING) HE WAS CLOSER TO TAMPA THAN CLEARWATER WHEN HE CALLED AND THAT HE DID IN FACT SEE ME AND WOULD KEEP PROPER SEPARATION.
