Narrative:
At the completion of an otherwise uneventful x-country flight it became almost impossible to identify much less locate rvs. This was true in spite of the fact that I have lived in and operated from rvs for 20 yrs, even when I was using LORAN C as a navigational aid. Rvs is located in a dark 'hole' along the river under the tul arsa. After the tower closes more than half of the blue taxiway lights are turned off and all runway lights are turned off except one runway and they are turned to low intensity. From the north and west the airport beacon is impossible to identify. Tul ATC could be of enormous help but attempts to utilize them in the past while VFR have only resulted in unnecessary harassment since they now make things more dangerous rather than safer. ATC's attitude, poor lighting combine for a possible inadvertent intrusion into arsa at tul.

Title: REPORTER DESCRIBES RVS (RICHARD L JONES ARPT) AS DIFFICULT TO FIND AT NIGHT ACCOUNT LIMITED RWY LIGHTING.
Narrative: AT THE COMPLETION OF AN OTHERWISE UNEVENTFUL X-COUNTRY FLT IT BECAME ALMOST IMPOSSIBLE TO IDENT MUCH LESS LOCATE RVS. THIS WAS TRUE IN SPITE OF THE FACT THAT I HAVE LIVED IN AND OPERATED FROM RVS FOR 20 YRS, EVEN WHEN I WAS USING LORAN C AS A NAVIGATIONAL AID. RVS IS LOCATED IN A DARK 'HOLE' ALONG THE RIVER UNDER THE TUL ARSA. AFTER THE TWR CLOSES MORE THAN HALF OF THE BLUE TXWY LIGHTS ARE TURNED OFF AND ALL RWY LIGHTS ARE TURNED OFF EXCEPT ONE RWY AND THEY ARE TURNED TO LOW INTENSITY. FROM THE N AND W THE ARPT BEACON IS IMPOSSIBLE TO IDENT. TUL ATC COULD BE OF ENORMOUS HELP BUT ATTEMPTS TO UTILIZE THEM IN THE PAST WHILE VFR HAVE ONLY RESULTED IN UNNECESSARY HARASSMENT SINCE THEY NOW MAKE THINGS MORE DANGEROUS RATHER THAN SAFER. ATC'S ATTITUDE, POOR LIGHTING COMBINE FOR A POSSIBLE INADVERTENT INTRUSION INTO ARSA AT TUL.
