Narrative:

I was working dr-1 a jet departure position at dfw. Air carrier X, a widebody transport, departed runway 17L. At the marker, I turned him east and told him to expedite climb through 7000'. He said roger. I paid some attention to other airplanes by issuing turns, climbs or frequency changes. I looked at air carrier X's altitude and it indicated 5000'. His ground speed showed 280. He was two mi from a piece of airspace where he needed to be out of at least 6000', this airspace protects dal jets that climb to 5000'. I told him to expedite again and issued traffic in a medium large transport at 11 O'clock 2 mi climbing out of 2200' and tell me if you cannot expedite climb. He did not answer. I then issued traffic on some arrs. He was about to enter this airspace where he should be at 8000'. There were several targets at 5000', and one at six. To miss the medium large transport, I would have to turn air carrier X in front of him because I wasn't sure if he could climb over him. I issued a turn left immediately heading 360 degree. My handoff controller told me they could not descend the traffic at 6000'. The heading gave plenty of room to miss the 6000' traffic (5 mi) and air carrier X altitude was now 6700' and ground speed showed 310. Moral: I was in another controller's airspace with an airplane that was heavy (going to europe on a 97 degree day from dallas). Sometimes even with a pilot acknowledgement of instruction does not mean they will comply.

I PAID SOME ATTN TO OTHER AIRPLANES BY ISSUING TURNS, CLBS OR FREQ CHANGES. I LOOKED AT ACR X'S ALT AND IT INDICATED 5000'. HIS GND SPD SHOWED 280. HE WAS TWO MI FROM A PIECE OF AIRSPACE WHERE HE NEEDED TO BE OUT OF AT LEAST 6000', THIS AIRSPACE PROTECTS DAL JETS THAT CLB TO 5000'. I TOLD HIM TO EXPEDITE AGAIN AND ISSUED TFC IN A MLG AT 11 O'CLOCK 2 MI CLBING OUT OF 2200' AND TELL ME IF YOU CANNOT EXPEDITE CLB. HE DID NOT ANSWER. I THEN ISSUED TFC ON SOME ARRS. HE WAS ABOUT TO ENTER THIS AIRSPACE WHERE HE SHOULD BE AT 8000'. THERE WERE SEVERAL TARGETS AT 5000', AND ONE AT SIX. TO MISS THE MLG, I WOULD HAVE TO TURN ACR X IN FRONT OF HIM BECAUSE I WASN'T SURE IF HE COULD CLB OVER HIM. I ISSUED A TURN L IMMEDIATELY HDG 360 DEG. MY HDOF CTLR TOLD ME THEY COULD NOT DSND THE TFC AT 6000'. THE HDG GAVE PLENTY OF ROOM TO MISS THE 6000' TFC (5 MI) AND ACR X ALT WAS NOW 6700' AND GND SPD SHOWED 310. MORAL: I WAS IN ANOTHER CTLR'S AIRSPACE WITH AN AIRPLANE THAT WAS HVY (GOING TO EUROPE ON A 97 DEG DAY FROM DALLAS). SOMETIMES EVEN WITH A PLT ACKNOWLEDGEMENT OF INSTRUCTION DOES NOT MEAN THEY WILL COMPLY.
