Narrative:

Reporter is instrument, flying with student in traffic pattern, doing touch and goes, in small aircraft X. Two other aircraft also in pattern doing similar training. Incident involves small aircraft Y which was participating in warbird association activities. Small aircraft Y was approaching the airport on a heading of approximately 070 degree at an altitude of 1200' MSL and xed through the traffic pattern at published traffic pattern altitude directly over departure end of runway 16R. The student pilot in small aircraft X had just turned downwind in the runway 16R traffic pattern and made the position call when we both spotted small aircraft Y approximately 800-1000' away and on a collision course, the instrument took control of small aircraft X and executed evasive maneuvers by diving below the flight path of small aircraft Y. Small aircraft Y continued on a straight course across the departure end of runway 16R and middle of runway 16L and entered a left downwind for landing on runway 16L, violating the published traffic pattern. Reporting pilot informed mr 'a', who represented himself as the safety officer for the warbirds association and inquired as to whether participating pilots had been briefed on the traffic pattern and informed about the high student pilot activities at the airport, especially on weekends. He confirmed that they had. Although I asked to discuss safety precautions with the small aircraft Y pilot, he declined to meet or was too busy taking spectators for rides. Incident was reported to dulles ATC.

Narrative: RPTR IS INSTR, FLYING WITH STUDENT IN TFC PATTERN, DOING TOUCH AND GOES, IN SMA X. TWO OTHER ACFT ALSO IN PATTERN DOING SIMILAR TRNING. INCIDENT INVOLVES SMA Y WHICH WAS PARTICIPATING IN WARBIRD ASSOCIATION ACTIVITIES. SMA Y WAS APCHING THE ARPT ON A HDG OF APPROX 070 DEG AT AN ALT OF 1200' MSL AND XED THROUGH THE TFC PATTERN AT PUBLISHED TFC PATTERN ALT DIRECTLY OVER DEP END OF RWY 16R. THE STUDENT PLT IN SMA X HAD JUST TURNED DOWNWIND IN THE RWY 16R TFC PATTERN AND MADE THE POS CALL WHEN WE BOTH SPOTTED SMA Y APPROX 800-1000' AWAY AND ON A COLLISION COURSE, THE INSTR TOOK CTL OF SMA X AND EXECUTED EVASIVE MANEUVERS BY DIVING BELOW THE FLT PATH OF SMA Y. SMA Y CONTINUED ON A STRAIGHT COURSE ACROSS THE DEP END OF RWY 16R AND MIDDLE OF RWY 16L AND ENTERED A L DOWNWIND FOR LNDG ON RWY 16L, VIOLATING THE PUBLISHED TFC PATTERN.
