Narrative:
The event described within occurred on a ferry flight from yip to fwa. The aircraft was being positioned for an outbnd 121 flight. When this flight left yip, a combination of current and forecast WX indicated that an INS approach would be a necessary conclusion to this flight. During the final phase of the en route portion of the flight the fwa ATIS indicated the ILS 32 was the only INS approach available and that the WX was partially obscured, T/D RVR was 1200 for runway 32. A normal approach and landing was made at fwa based on this WX data. This was done because the crew believed that on a 91 leg an INS approach could be commenced and a landing could take place if, at the DH, visibility reference with the runway environment could be maintained. It was, in this instance. Preventing such an occurrence from happening again would be as simple as pilot review F the far's on a periodic basis.

Title: ACR MLG ON FERRY TRIP, APCH BELOW LEGAL MINIMA.
Narrative: THE EVENT DESCRIBED WITHIN OCCURRED ON A FERRY FLT FROM YIP TO FWA. THE ACFT WAS BEING POSITIONED FOR AN OUTBND 121 FLT. WHEN THIS FLT LEFT YIP, A COMBINATION OF CURRENT AND FORECAST WX INDICATED THAT AN INS APCH WOULD BE A NECESSARY CONCLUSION TO THIS FLT. DURING THE FINAL PHASE OF THE ENRTE PORTION OF THE FLT THE FWA ATIS INDICATED THE ILS 32 WAS THE ONLY INS APCH AVAILABLE AND THAT THE WX WAS PARTIALLY OBSCURED, T/D RVR WAS 1200 FOR RWY 32. A NORMAL APCH AND LNDG WAS MADE AT FWA BASED ON THIS WX DATA. THIS WAS DONE BECAUSE THE CREW BELIEVED THAT ON A 91 LEG AN INS APCH COULD BE COMMENCED AND A LNDG COULD TAKE PLACE IF, AT THE DH, VIS REF WITH THE RWY ENVIRONMENT COULD BE MAINTAINED. IT WAS, IN THIS INSTANCE. PREVENTING SUCH AN OCCURRENCE FROM HAPPENING AGAIN WOULD BE AS SIMPLE AS PLT REVIEW F THE FAR'S ON A PERIODIC BASIS.
