Narrative:
I was flying (first officer). We were being vectored for a visibility approach to runway 33L at bwi. On about 270 degree heading, right base, captain said, 'I see it,' and pointed to a runway about our 2 O'clock position. I was surprised to see a runway at this position, but believed it to be 33L, as there were strobes and lead-in lights on high intensity. At this point, I was high and immediately slowed and configured the aircraft. My localizer was tuned to 33L, but all I was concerned with was the G/south, as I still thought I was high, and I was receiving a 'high' indication. At approximately 1000' AGL switched to tower and was informed we were lined up on 28. We turned left and then right to line up and land on 33L. Controller saved us. Factors: captain calling the field when I waited to intercept the localizer, my not checking for paper localizer indications and heading, bright lights on 28, dim lights on 33L, and approach control being in a hurry to clear us for a visibility approach. Called tower after landing, and they said 2 other aircraft had made the same mistake this same day.

Title: ACR MLG WRONG RWY APCH.
Narrative: I WAS FLYING (F/O). WE WERE BEING VECTORED FOR A VIS APCH TO RWY 33L AT BWI. ON ABOUT 270 DEG HDG, RIGHT BASE, CAPT SAID, 'I SEE IT,' AND POINTED TO A RWY ABOUT OUR 2 O'CLOCK POS. I WAS SURPRISED TO SEE A RWY AT THIS POS, BUT BELIEVED IT TO BE 33L, AS THERE WERE STROBES AND LEAD-IN LIGHTS ON HIGH INTENSITY. AT THIS POINT, I WAS HIGH AND IMMEDIATELY SLOWED AND CONFIGURED THE ACFT. MY LOC WAS TUNED TO 33L, BUT ALL I WAS CONCERNED WITH WAS THE G/S, AS I STILL THOUGHT I WAS HIGH, AND I WAS RECEIVING A 'HIGH' INDICATION.
