Aircraft arrived from sfo as flight XV2. Inbound crew verbal note to crew chief/foreman: 'first officer's stick shaker motor inoperative, all visibility cues ok.' troubleshot and confirmed by swapping captain and first officer stick shaker motors. The motor was not in local supply, but other widebody transport aircraft with motors were on the ramp. At 06 mins to closeout of flight ab (dfw-ory) foreman said, 'the outbnd crew has no problem--they want to go. Close it.' the item was never in the aircraft maintenance logbook and I am the one who signs the release for 'overwater service check.' note: this was an oerps flight.

Title: WDB RELEASED FOR OERP'S OVERWATER FLT WITH 1 STICK SHAKER MOTOR INOPERATIVE AND HAD NOT BEEN ENTERED AS A LOG BOOK ITEM BY INCOMING FLT CREW. SUPVR RELEASED ACFT WITH SCHEDULE TAKING PRECEDENCE OVER REPAIRS.

TROUBLESHOT AND CONFIRMED BY SWAPPING CAPT AND F/O STICK SHAKER MOTORS. THE MOTOR WAS NOT IN LCL SUPPLY, BUT OTHER WDB ACFT WITH MOTORS WERE ON THE RAMP. AT 06 MINS TO CLOSEOUT OF FLT AB (DFW-ORY) FOREMAN SAID, 'THE OUTBND CREW HAS NO PROB--THEY WANT TO GO. CLOSE IT.' THE ITEM WAS NEVER IN THE ACFT MAINT LOGBOOK AND I AM THE ONE WHO SIGNS THE RELEASE FOR 'OVERWATER SVC CHK.' NOTE: THIS WAS AN OERPS FLT.
