Narrative:
Working phl departure off phl VFR to fay, I saw lights of airliner off left front and lower on converging paths. Saw we would be very close and climbed rapidly to 8800'. Heavy jet passed directly underneath. They complained to ATC that they were cleared to 14000' and nearly hit us. They were advised of our presence, and we were advised of their's, but told they were level at 8000', which I don't believe they were. I think that ATC could have issued vectors.
