Narrative:
While operating on a VFR flight from akron-canton, oh to foley, al, my flight path apparently entered restr airspace, R5503A, east of cincinnati. Prior to reaching the area, operating at 14500' MSL, I checked the chart. There is an area designated brush creek MOA, with an indicated upper altitude of 4000' MSL and a floor of 100' AGL. This same are has another data block: R5503A with an upper altitude of FL600 and a floor of 4500' MSL. These designations caused confusion and I believed (mistakenly) that the upper limit of the 2 areas was 6000' MSL, when in fact it was 60000', or FL600. The chart (commercial low 28) does not clearly depict where R5503A is bounded visibility-a-visibility brush creek MOA. This confusion led to an inadvertent and not deliberate penetration of R5503A. This reporter is filed after 10 days following the incident. Within 10 days following this incident I was told by an FAA rep, mr. X at 513/phone #, that filing this report would be of no avail re: any civil penalty or certificate action. I believe, however,, that this report should be filed and believe mr. X may have misled me, even if unintentionally.

Title: UNAUTH PENETRATION OF AIRSPACE.
Narrative: WHILE OPERATING ON A VFR FLT FROM AKRON-CANTON, OH TO FOLEY, AL, MY FLT PATH APPARENTLY ENTERED RESTR AIRSPACE, R5503A, E OF CINCINNATI.
