Narrative:
We announced air carrier departing runway 22 eau clair, westbound. Approximately 3 NM wsw of the airport, climbing through 5000' MSL, we observed an small aircraft Z at 10:30, less than 1 NM, same altitude, heading westbound. We increased our rate of climb and passed 1000' over him. Approximately 10 seconds later, the small aircraft Z reported his position (for the first time) as 'entering a right base runway 22,' at eau. Although we climbed as evasive action to avoid a safety hazard, the small aircraft Z passed close enough that at least some of the 18 passengers should have been concerned. Although this reinforces the importance of keeping your eyes outside at an uncontrolled airport, this could have been avoided had the small aircraft Z reported his position as recommended by aim paragraph 157. The fact that the small aircraft Z pilot made right traffic (violating far 91.127 B.1) further proved his lack of discretion toward flight safety.

Title: LTT AIR CARRIER DEPARTING EAU IN CLIMB AT 5000' TOOK EVASIVE ACTION CLIMB TO PASS OVER A VFR ENTERING EAU TRAFFIC PATTERN WITH NO ANNOUNCEMENT OF RIGHT PATTERN.
Narrative: WE ANNOUNCED AIR CARRIER DEPARTING RWY 22 EAU CLAIR, WBND. APPROX 3 NM WSW OF THE ARPT, CLBING THROUGH 5000' MSL, WE OBSERVED AN SMA Z AT 10:30, LESS THAN 1 NM, SAME ALT, HDG WBND. WE INCREASED OUR RATE OF CLB AND PASSED 1000' OVER HIM. APPROX 10 SECS LATER, THE SMA Z RPTED HIS POS (FOR THE FIRST TIME) AS 'ENTERING A R BASE RWY 22,' AT EAU. ALTHOUGH WE CLBED AS EVASIVE ACTION TO AVOID A SAFETY HAZARD, THE SMA Z PASSED CLOSE ENOUGH THAT AT LEAST SOME OF THE 18 PAXS SHOULD HAVE BEEN CONCERNED. ALTHOUGH THIS REINFORCES THE IMPORTANCE OF KEEPING YOUR EYES OUTSIDE AT AN UNCTLED ARPT, THIS COULD HAVE BEEN AVOIDED HAD THE SMA Z RPTED HIS POS AS RECOMMENDED BY AIM PARAGRAPH 157.
