Narrative:

Flight sjc-sck at cruise altitude 5000' MSL. Bay approach gave traffic 12 O'clock, 5500' opp direction. We saw an aircraft above us, thought that was our traffic, then saw small aircraft Y, same altitude at 12 O'clock. Took evasive action. Missed by about 300' horizontal. Queried bay approach: 'what altitude was that small aircraft Y?' he said 5500', but was descending. If bay had told us first the aircraft was descending, we'd have had a better chance.

Title: CLOSE PROX COMMUTER-SMT GA-SMA BOTH ON V195 OPPOSITE DIRECTION.

Narrative: FLT SJC-SCK AT CRUISE ALT 5000' MSL. BAY APCH GAVE TFC 12 O'CLOCK, 5500' OPP DIRECTION. WE SAW AN ACFT ABOVE US, THOUGHT THAT WAS OUR TFC, THEN SAW SMA Y, SAME ALT AT 12 O'CLOCK. TOOK EVASIVE ACTION. MISSED BY ABOUT 300' HORIZ. QUERIED BAY APCH: 'WHAT ALT WAS THAT SMA Y?' HE SAID 5500', BUT WAS DSNDING. IF BAY HAD TOLD US FIRST THE ACFT WAS DSNDING, WE'D HAVE HAD A BETTER CHANCE.
