Narrative:
Scheduled airlines flight from msp to stl (routing: msp-rst-alo-J233 to colie, atlis 5 arrival to stl). At cruise altitude prior to the quincy VOR, flight was given clearance to cross 30 mi northwest of the stl VOR at 10000' and 250 KTS. We began a slow descent to comply with this clearance. Later flight received a new clearance to maintain 17000', which we read back and which was acknowledged. Approaching 30 DME northwest of the stl VOR ZKC asked us our altitude. We replied 17000'. Center told us that we had been cleared to cross 30 DME northwest of the stl VOR at and maintain 10000' and 250 KTS. We acknowledged receiving that original clearance and advised the center that we had later received an amended clearance to descend to and maintain 17000', which we complied with. The controller advised us that he wasn't aware of our revised altitude clearance. No further conversations occurred re: the above crossing altitude instructions.

Title: ALT DEVIATION ALT UNDERSHOT WHEN ALT CROSSING RESTRICTION NOT MADE.
Narrative: SCHEDULED AIRLINES FLT FROM MSP TO STL (RTING: MSP-RST-ALO-J233 TO COLIE, ATLIS 5 ARR TO STL). AT CRUISE ALT PRIOR TO THE QUINCY VOR, FLT WAS GIVEN CLRNC TO CROSS 30 MI NW OF THE STL VOR AT 10000' AND 250 KTS. WE BEGAN A SLOW DSNT TO COMPLY WITH THIS CLRNC. LATER FLT RECEIVED A NEW CLRNC TO MAINTAIN 17000', WHICH WE READ BACK AND WHICH WAS ACKNOWLEDGED. APCHING 30 DME NW OF THE STL VOR ZKC ASKED US OUR ALT. WE REPLIED 17000'. CENTER TOLD US THAT WE HAD BEEN CLRED TO CROSS 30 DME NW OF THE STL VOR AT AND MAINTAIN 10000' AND 250 KTS. WE ACKNOWLEDGED RECEIVING THAT ORIGINAL CLRNC AND ADVISED THE CENTER THAT WE HAD LATER RECEIVED AN AMENDED CLRNC TO DSND TO AND MAINTAIN 17000', WHICH WE COMPLIED WITH. THE CTLR ADVISED US THAT HE WASN'T AWARE OF OUR REVISED ALT CLRNC. NO FURTHER CONVERSATIONS OCCURRED RE: THE ABOVE XING ALT INSTRUCTIONS.
