Narrative:
I had just departed ind (runway 23L) en route to lexington, ky. My first officer was the PF. We were given a left turn to 160 degrees with the takeoff clearance. After takeoff we turned to 160 degrees and leveled off at 2500'. After several mins we were handed off to departure. Departure gave us 4000' with no heading change. My first officer initiated a climb to 4000'. As always I scan during low altitude segment climbs. At 3000' I noticed an aircraft at 1:30 and 1/2 mi about 200' higher. Immediately called traffic to my first officer and pushed the nose of the aircraft over. 3 seconds later the cpr mdt Y passed over us 100-150' and within 1/4 mi. If we had continued the climb we would have had a midair. I did not see the aircraft earlier because of narrow head-on (1:30 position) profile and the aircraft was the same or pretty much same color of sky background (light or gray). Also I wasn't expecting traffic and no traffic was called. I asked the controller if he saw the 1:30 traffic. He said yes, and the mdt Y was descending VFR into ind. At that point I said we came too close and I called a near miss.

Title: AIRBORNE CONFLICT BETWEEN LTT X DEPARTING IND, AND ARRIVING CPR MDT Y ON VFR DESCENT.
Narrative: I HAD JUST DEPARTED IND (RWY 23L) ENRTE TO LEXINGTON, KY. MY F/O WAS THE PF. WE WERE GIVEN A LEFT TURN TO 160 DEGS WITH THE TKOF CLRNC. AFTER TKOF WE TURNED TO 160 DEGS AND LEVELED OFF AT 2500'. AFTER SEVERAL MINS WE WERE HANDED OFF TO DEP. DEP GAVE US 4000' WITH NO HDG CHANGE. MY F/O INITIATED A CLB TO 4000'. AS ALWAYS I SCAN DURING LOW ALT SEGMENT CLBS. AT 3000' I NOTICED AN ACFT AT 1:30 AND 1/2 MI ABOUT 200' HIGHER. IMMEDIATELY CALLED TFC TO MY F/O AND PUSHED THE NOSE OF THE ACFT OVER. 3 SECS LATER THE CPR MDT Y PASSED OVER US 100-150' AND WITHIN 1/4 MI. IF WE HAD CONTINUED THE CLB WE WOULD HAVE HAD A MIDAIR. I DID NOT SEE THE ACFT EARLIER BECAUSE OF NARROW HEAD-ON (1:30 POS) PROFILE AND THE ACFT WAS THE SAME OR PRETTY MUCH SAME COLOR OF SKY BACKGROUND (LIGHT OR GRAY). ALSO I WASN'T EXPECTING TFC AND NO TFC WAS CALLED. I ASKED THE CTLR IF HE SAW THE 1:30 TFC. HE SAID YES, AND THE MDT Y WAS DSNDING VFR INTO IND. AT THAT POINT I SAID WE CAME TOO CLOSE AND I CALLED A NEAR MISS.
