Narrative:
Inbound to anyang VOR on G585 changed from dsan approach control to seoul approach control. Was cleared 'direct anyang VOR, fly heading 290 for vector to ILS.' I asked if we were to go to anyang then 290 degrees, or 290 degrees 'now.' got no reply. Asked a second time. Heard him say 'yes, 290.' turned to 290 degrees (about 20 degree turn). He called back and asked our heading. Told him 290 degrees. He then said he meant 290 degrees after anyang. The instructions were difficult to understand because of accent and different terminology.

Title: ACR WDB TRACK HEADING DEVIATION USING FOREIGN ATC INTO SEL.
Narrative: INBND TO ANYANG VOR ON G585 CHANGED FROM DSAN APCH CTL TO SEOUL APCH CTL. WAS CLRED 'DIRECT ANYANG VOR, FLY HDG 290 FOR VECTOR TO ILS.' I ASKED IF WE WERE TO GO TO ANYANG THEN 290 DEGS, OR 290 DEGS 'NOW.' GOT NO REPLY. ASKED A SECOND TIME. HEARD HIM SAY 'YES, 290.' TURNED TO 290 DEGS (ABOUT 20 DEG TURN). HE CALLED BACK AND ASKED OUR HDG. TOLD HIM 290 DEGS. HE THEN SAID HE MEANT 290 DEGS AFTER ANYANG. THE INSTRUCTIONS WERE DIFFICULT TO UNDERSTAND BECAUSE OF ACCENT AND DIFFERENT TERMINOLOGY.
