Narrative:
Flight returned to the gate for because number 1 engine could not be started. The gate crew were notified to hook up air [hose] and ground power. [There] were also bags on the list. The crew and I started pulling those bags. Maintenance notified us they were going to run the number 1 engine; then; they told us 30 seconds later number engine was running with the cargo loader and air [hose] still connected to the airplane. My crew and I had zero time to react to the possible deadly situation.
