Narrative:

Flying out of 5i1 I normally get an ATIS report from ind. Shortly before the flight I got ATIS at ind. At that time the WX was VMC. Earlier in the day I got a briefing from terre haute FSS in which they stated the forecast WX for the departure time was to be IMC. After I did a preflight I checked ATIS again. Usually at this time the ATIS is already changed, but it was the same. Since it was the first time my customers were to go flying in a single engine, they were anxious to go. After I took off, I noticed the visibility and ceiling were less than what was on the ATIS. When I got clear of 5i1 I dialed in ATIS at ind. At that point I realized that they had changed the ATIS to marginal VFR conditions (1100' scattered, 1900' overcast, 3 mi visibility). I looked at a sectional map to determine my position and the maximum altitude I could fly west/O entering the arsa, during which the aircraft was still in a climb attitude and my heading constant. It took me quite a long time to find the necessary information. I leveled off at 2000' MSL and made a turn to the east to put some distance between me and the arsa and started a descent to get away from the clouds. I never did find my exact location on the map. I leveled off at 1600' MSL (800' AGL) and made a heading change back to where I thought 5i1 was via the VOR approach from shelbyville VOR and made it back safely.

Title: LOW TIME COMMERCIAL PLT CARRYING PASSENGERS FOR HIRE ENTERS IMC WHILE VFR, FLIES TOO LOW OVER BUILT UP AREA, PENETRATES IND ARSA WITHOUT CLRNC.

Narrative: FLYING OUT OF 5I1 I NORMALLY GET AN ATIS RPT FROM IND. SHORTLY BEFORE THE FLT I GOT ATIS AT IND. AT THAT TIME THE WX WAS VMC. EARLIER IN THE DAY I GOT A BRIEFING FROM TERRE HAUTE FSS IN WHICH THEY STATED THE FORECAST WX FOR THE DEP TIME WAS TO BE IMC. AFTER I DID A PREFLT I CHKED ATIS AGAIN. USUALLY AT THIS TIME THE ATIS IS ALREADY CHANGED, BUT IT WAS THE SAME. SINCE IT WAS THE FIRST TIME MY CUSTOMERS WERE TO GO FLYING IN A SINGLE ENG, THEY WERE ANXIOUS TO GO. AFTER I TOOK OFF, I NOTICED THE VISIBILITY AND CEILING WERE LESS THAN WHAT WAS ON THE ATIS. WHEN I GOT CLR OF 5I1 I DIALED IN ATIS AT IND. AT THAT POINT I REALIZED THAT THEY HAD CHANGED THE ATIS TO MARGINAL VFR CONDITIONS (1100' SCATTERED, 1900' OVCST, 3 MI VISIBILITY). I LOOKED AT A SECTIONAL MAP TO DETERMINE MY POS AND THE MAX ALT I COULD FLY W/O ENTERING THE ARSA, DURING WHICH THE ACFT WAS STILL IN A CLB ATTITUDE AND MY HDG CONSTANT. IT TOOK ME QUITE A LONG TIME TO FIND THE NECESSARY INFO. I LEVELED OFF AT 2000' MSL AND MADE A TURN TO THE E TO PUT SOME DISTANCE BTWN ME AND THE ARSA AND STARTED A DSNT TO GET AWAY FROM THE CLOUDS. I NEVER DID FIND MY EXACT LOCATION ON THE MAP. I LEVELED OFF AT 1600' MSL (800' AGL) AND MADE A HDG CHANGE BACK TO WHERE I THOUGHT 5I1 WAS VIA THE VOR APCH FROM SHELBYVILLE VOR AND MADE IT BACK SAFELY.
