Narrative:

Pilot received NOTAMS from ATIS stating that runway 21-3 was closed (grass runway). When in flight over airport, pilot observed that runway 15-33 (asphalt) was closed, due to the markings of yellow X's on each end of runway. While circling the field, pilot tried contacting ground. Getting no response, pilot then contacted FSS. FSS stated that runway 21-3 was closed. Pilot reported that the X's were not in a position that would show runway 21-3 being closed. FSS did not want to commit to a decision as to what runway was open or closed. FSS then reported runway with X's (15-33) should be closed. Pilot landed on runway 21-3. Due to construction, the runway had inappropriate access onto taxiway, which resulted in a propeller strike against new taxiway. Pilot talked to airport manager and asked why runways were marked as such to cause confusion. Manager stated that shoulder was unsafe on runway 15-33 and X's were to stay and runway 21-3 was closed due to construction. If both runways were unsafe, then the airport should have been closed and not used, which it had been all summer long.

Title: SMA REPORTER LANDED ON CLOSED RWY AT BWP AND DAMAGED ACFT TAXIING OFF RWY.

Narrative: PLT RECEIVED NOTAMS FROM ATIS STATING THAT RWY 21-3 WAS CLOSED (GRASS RWY). WHEN IN FLT OVER ARPT, PLT OBSERVED THAT RWY 15-33 (ASPHALT) WAS CLOSED, DUE TO THE MARKINGS OF YELLOW X'S ON EACH END OF RWY. WHILE CIRCLING THE FIELD, PLT TRIED CONTACTING GND. GETTING NO RESPONSE, PLT THEN CONTACTED FSS. FSS STATED THAT RWY 21-3 WAS CLOSED. PLT RPTED THAT THE X'S WERE NOT IN A POS THAT WOULD SHOW RWY 21-3 BEING CLOSED. FSS DID NOT WANT TO COMMIT TO A DECISION AS TO WHAT RWY WAS OPEN OR CLOSED. FSS THEN RPTED RWY WITH X'S (15-33) SHOULD BE CLOSED. PLT LANDED ON RWY 21-3. DUE TO CONSTRUCTION, THE RWY HAD INAPPROPRIATE ACCESS ONTO TXWY, WHICH RESULTED IN A PROP STRIKE AGAINST NEW TXWY. PLT TALKED TO ARPT MGR AND ASKED WHY RWYS WERE MARKED AS SUCH TO CAUSE CONFUSION. MGR STATED THAT SHOULDER WAS UNSAFE ON RWY 15-33 AND X'S WERE TO STAY AND RWY 21-3 WAS CLOSED DUE TO CONSTRUCTION. IF BOTH RWYS WERE UNSAFE, THEN THE ARPT SHOULD HAVE BEEN CLOSED AND NOT USED, WHICH IT HAD BEEN ALL SUMMER LONG.
