Narrative:
Entered columbus arsa prior to establishing radio contact with arsa controller. Was in contact with osu tower during departure and climb. Overlapping airspaces caused confusion--first time pilot departed from a controled satellite airport that lay adjacent to an arsa--air traffic area and arsa overlapped. Contacted tower, received takeoff clearance. Tower issued no further instructions. Pilot expected either a turn or handoff to arsa. When allowed to climb straight out (toward arsa), pilot assumed that air traffic area space had precedence, and climbed above 2200' MSL arsa outer circle boundary. Pilot requested frequency release to contact arsa and FSS to activate flight plan. Established radio contact with arsa controller who informed pilot that he was inside the arsa on initial contact. Controller (twice) indicated 'no problem,' but wanted to inform pilot.

Title: PLT DEPARTS ARPT AT EDGE OF ARSA. PENETRATES OUTER RING WITHOUT CONTACT.
Narrative: ENTERED COLUMBUS ARSA PRIOR TO ESTABLISHING RADIO CONTACT WITH ARSA CTLR. WAS IN CONTACT WITH OSU TWR DURING DEP AND CLB. OVERLAPPING AIRSPACES CAUSED CONFUSION--FIRST TIME PLT DEPARTED FROM A CTLED SATELLITE ARPT THAT LAY ADJACENT TO AN ARSA--ATA AND ARSA OVERLAPPED. CONTACTED TWR, RECEIVED TKOF CLRNC. TWR ISSUED NO FURTHER INSTRUCTIONS. PLT EXPECTED EITHER A TURN OR HDOF TO ARSA. WHEN ALLOWED TO CLB STRAIGHT OUT (TOWARD ARSA), PLT ASSUMED THAT ATA SPACE HAD PRECEDENCE, AND CLBED ABOVE 2200' MSL ARSA OUTER CIRCLE BOUNDARY. PLT REQUESTED FREQ RELEASE TO CONTACT ARSA AND FSS TO ACTIVATE FLT PLAN. ESTABLISHED RADIO CONTACT WITH ARSA CTLR WHO INFORMED PLT THAT HE WAS INSIDE THE ARSA ON INITIAL CONTACT. CTLR (TWICE) INDICATED 'NO PROB,' BUT WANTED TO INFORM PLT.
