Narrative:
Primary radar was not working acceptably. Supervisor was informed no action was taken. I am a fpl controller at san juan and was working R3 sector at approximately XX35 local. Small transport X said he was 'making an immediate left turn to avoid a heavy jet.' at this time a 1200 mode 3/a transponder appeared on radar indicating 6100' MSL and doing 330 KTS within 12 mi of shore. About 1 min later this aircraft changed to a XXXX code in navy roosevelt roads airspace. I inquired to navy roosevelt and discovered this was actually 2 fgt Y aircraft. They did not see the small transport X. The small transport X filed a near midair occurrence. I believe it is imperative that we receive radar systems at st thomas usvi (the old one was destroyed by hurricane hugo, 9/89) and at st croix usvi. These are densely traveled islands. Also, it is imperative these islands develop arsa service.
