Narrative:

Near miss occurred over pmd VOR with small civil aircraft (see description on reverse). We were on an IFR clearance to cross 10 mi east of pmd VOR at 14000', then cross janny intersection and maintain 8000' on the lynxx 5 arrival to bur. We had left 14000' for 8000. At 10000' I slowed for speed reduction from 280 to 250 KIAS. As we leveled at 10000' we approached the VOR. At station passage I caught I glimpse of an aircraft empennage in my forward windshield (right side). My vision was partially obstructed by the windshield post, so I did not see him until he was too close for evasive action. I saw him then pass beneath us on the left-hand side of the aircraft. I could make out 3 passenger and a '#' from the registration #. I called approach control and said we had a close call. He acknowledged with a 'roger.' there were no injuries and no evasive action taken. Perhaps the problem could have been eliminated if the controller had had contact with the small aircraft. Our altimeter was set to 30.12, a value give us by pmd center just before the handoff to edw approach. Altimeter vigilance by the other aircraft could have possibly eliminated the near miss. Other aircraft description: small transport twin engine, white with brown metallic trim. Possible '#' digit in registration #. Addendum: also of importance is the fact that bur ATIS was unavailable to us until we were about at pmd VOR. My first officer was copying the ATIS and never saw the traffic in question. Perhaps bur needs to modify its equipment to transmit ATIS information a greater distance. Barring that, perhaps edw approach should give ATIS information for bur to all air carrier's arriving over pmd VOR.

ADDENDUM: ALSO OF IMPORTANCE IS THE FACT THAT BUR ATIS WAS UNAVAILABLE TO US UNTIL WE WERE ABOUT AT PMD VOR. MY F/O WAS COPYING THE ATIS AND NEVER SAW THE TFC IN QUESTION. PERHAPS BUR NEEDS TO MODIFY ITS EQUIP TO XMIT ATIS INFO A GREATER DISTANCE. BARRING THAT, PERHAPS EDW APCH SHOULD GIVE ATIS INFO FOR BUR TO ALL ACR'S ARRIVING OVER PMD VOR.
