Narrative:
After VFR departure runway 21 at chino, ca, I turned left 090 degree and leveled at 2650' to remain below ont arsa. Approximately 3 mi west of pdz VOR I noticed an small aircraft Y at 10 O'clock and 300' approximately below my level on converging heading. I turned 10 degree left of my course and passed slightly behind small aircraft Y 300' below. I then passed beyond the eastern limits of the ont arsa and initiated a VFR right hand climbing turn to a northwest heading. After the VFR takeoff cno tower allowed us to contact ont departures, but was unable to contact them due to frequency congestion until I was in my climbing right hand turn. The flight was normal after the incident with the small aircraft. At all times my aircraft was operated in accordance with visibility flight rules until receiving clearance to climb above FL180 by la center. Hazardous conditions area: low level operations below arsa floor over key navaids and flight training operations (ie, practice holding) in the same area.

Title: SMT JET DEPARTING CHINO VFR ENCOUNTERED VFR SMA AT 2650' MSL. JET AVOIDED SMA WITH A 20 DEGREE TURN. TRAFFIC WAS BELOW ONT ARSA. JET WAS TUNED TO ONT TRACON BUT UNABLE TO COMMUNICATE BECAUSE OF CONGESTED FREQ.
Narrative: AFTER VFR DEP RWY 21 AT CHINO, CA, I TURNED L 090 DEG AND LEVELED AT 2650' TO REMAIN BELOW ONT ARSA. APPROX 3 MI W OF PDZ VOR I NOTICED AN SMA Y AT 10 O'CLOCK AND 300' APPROX BELOW MY LEVEL ON CONVERGING HDG. I TURNED 10 DEG L OF MY COURSE AND PASSED SLIGHTLY BEHIND SMA Y 300' BELOW. I THEN PASSED BEYOND THE EASTERN LIMITS OF THE ONT ARSA AND INITIATED A VFR R HAND CLBING TURN TO A NW HDG. AFTER THE VFR TKOF CNO TWR ALLOWED US TO CONTACT ONT DEPS, BUT WAS UNABLE TO CONTACT THEM DUE TO FREQ CONGESTION UNTIL I WAS IN MY CLBING R HAND TURN. THE FLT WAS NORMAL AFTER THE INCIDENT WITH THE SMA. AT ALL TIMES MY ACFT WAS OPERATED IN ACCORDANCE WITH VIS FLT RULES UNTIL RECEIVING CLRNC TO CLB ABOVE FL180 BY LA CTR. HAZARDOUS CONDITIONS AREA: LOW LEVEL OPS BELOW ARSA FLOOR OVER KEY NAVAIDS AND FLT TRNING OPS (IE, PRACTICE HOLDING) IN THE SAME AREA.
