Narrative:
I have frequented a few flts recently as a grateful jumpseat rider, present as a non-working inactive status pilot for airlines. I have noticed the addition of an instruction label affixed to the bottom of the tray facing those people that occupy the seats in the overwing emergency exits. I have been told that this was added at the direction of the FAA in answer to handicap rights activists and legislation on their behalf. Great! It has its start off in 2 foreign languages! It is very wordy. What if the person sitting there cannot read? Wouldn't it have been more appropriate to put placard to the effect of: if you have not been briefed about your responsibilities in order to occupy this seat please notify a F/a. Place the burden of assigning those seats first to deadheading flight crew, commuting or vacationing airline personnel. Assign initial responsibility to reservations, assign those seats first. Have ticket lift agent give a card to those assigned these essential seats and follow up. And have the F/as follow up on everyone else. Make each flight a safe one. Do not confuse the issue with additional reiteration similar to smoking regulations. Leave the seat row directly in front of or behind vacant and assigned last by a ticket lift agent specifically for handicap thereby giving them the priority that the deserve in-flight.

Title: REPORTER SUGGESTION TO PLACE DEADHEADING FLT CREW AND OR OTHER AIRLINE PERSONNEL IN OVERWING EXIT ROWS.
