Narrative:
Multiple approach to runway 23R at clear. We were visly following an medium large transport for landing backing up our approach with ILS. The medium large transport landed and we received clearance to land. Tower then asked the medium large transport if they were clear of runway and they reported that they were. I had my doubts for I watched him stop just after he turned 90 degree off the runway and his tail seemed to be close to runway edge. I subsequently found out he was told to hold short of parallel because of commuter traffic. When I called the tower from operations after we parked at the terminal, the tower man said he was aware of the problem and would bring it up at their operations meeting and I suggested at shift report. We executed a go around and returned for another approach and landing. Perhaps the medium large transport should not have reported clear. Holding aircraft short of parallel with possible runway obstruction is a local cle problem.

Title: FLC OF MLG ON APCH OBSERVED ANOTHER MLG HOLDING BETWEEN THE 23 PARALLEL RWYS. REPORTER MADE A GO AROUND OBSERVING THAT THE TAIL OF THE HOLDING MLG WAS NOT CLEAR OF HIS LNDG RWY.
Narrative: MULTIPLE APCH TO RWY 23R AT CLR. WE WERE VISLY FOLLOWING AN MLG FOR LNDG BACKING UP OUR APCH WITH ILS. THE MLG LANDED AND WE RECEIVED CLRNC TO LAND. TWR THEN ASKED THE MLG IF THEY WERE CLR OF RWY AND THEY RPTED THAT THEY WERE. I HAD MY DOUBTS FOR I WATCHED HIM STOP JUST AFTER HE TURNED 90 DEG OFF THE RWY AND HIS TAIL SEEMED TO BE CLOSE TO RWY EDGE. I SUBSEQUENTLY FOUND OUT HE WAS TOLD TO HOLD SHORT OF PARALLEL BECAUSE OF COMMUTER TFC. WHEN I CALLED THE TWR FROM OPS AFTER WE PARKED AT THE TERMINAL, THE TWR MAN SAID HE WAS AWARE OF THE PROB AND WOULD BRING IT UP AT THEIR OPS MEETING AND I SUGGESTED AT SHIFT RPT. WE EXECUTED A GO AROUND AND RETURNED FOR ANOTHER APCH AND LNDG. PERHAPS THE MLG SHOULD NOT HAVE RPTED CLR. HOLDING ACFT SHORT OF PARALLEL WITH POSSIBLE RWY OBSTRUCTION IS A LCL CLE PROB.
