Narrative:

Permission was asked for ny approach for a descent into the ny TCA. Because the previous controller (who was also ny approach) did not tell him we were coming, he gave me a tongue lashing about not calling him 30 mi earlier. I had all along been receiving VFR advisories from controllers in radar environment for the previous 300 mi. In an attempt to tell him this he became very indignant and muttered, 'cleared to enter the TCA.' this statement was not very clear, but he immediately told me to turn to a heading of 330 degrees, and descend to and maintain 5000'. At that time I had to assume he had cleared me into the TCA and followed his instructions.

Title: N90 APCH CTLRS APPARENTLY FAILED TO COORDINATE ON INBOUND VFR TRAFFIC.

Narrative: PERMISSION WAS ASKED FOR NY APCH FOR A DSNT INTO THE NY TCA. BECAUSE THE PREVIOUS CTLR (WHO WAS ALSO NY APCH) DID NOT TELL HIM WE WERE COMING, HE GAVE ME A TONGUE LASHING ABOUT NOT CALLING HIM 30 MI EARLIER. I HAD ALL ALONG BEEN RECEIVING VFR ADVISORIES FROM CTLRS IN RADAR ENVIRONMENT FOR THE PREVIOUS 300 MI. IN AN ATTEMPT TO TELL HIM THIS HE BECAME VERY INDIGNANT AND MUTTERED, 'CLRED TO ENTER THE TCA.' THIS STATEMENT WAS NOT VERY CLR, BUT HE IMMEDIATELY TOLD ME TO TURN TO A HDG OF 330 DEGS, AND DSND TO AND MAINTAIN 5000'. AT THAT TIME I HAD TO ASSUME HE HAD CLRED ME INTO THE TCA AND FOLLOWED HIS INSTRUCTIONS.
