Narrative:
In base turn, aircraft X received traffic warning. TCASII indicated yellow DOT (no mode C aircraft in vicinity). Was aware of aircraft landing runway 24, was expecting it on short final, 300-600 ft, but cessna aircraft Y was at 1200 ft (estimate) 1 1/2 - 2 mi from approach end of runway 24. Called tower on near miss. Was cleared to land on runway 19, but we initiated missed approach as cessna traffic dove for deck and increased speed. Pilot flying determined there was insufficient separation and went around on final to runway 19 while cessna landed on runway 24. Believed tower cleared both aircraft to land, C172 on runway 24 and falcon 900 on runway 19, but tower was not active on deconflicting, short final, both aircraft converging. Falcon 900 executed go around on own initiative. Supplemental information from acn 497079: approximately at XA35 hours, this writer contacted teb tower for landing instruction. Tower stated to remain clear of class D airspace and expect 15 min delay. Approximately 10 mins later, I was instructed to squawk XXXX. Approximately 5 mi out of airfield, I contacted the tower again. I was instructed to land on runway 19. I requested runway 24, and was authority/authorized to land on runway 24. 3 mins later, I then spotted a learjet, that appeared to be heading for runway 19, tower never advised me of the traffic. I was maintaining traffic in sight, and clearance. Teb tower instructed this writer to contact tower upon landing.
