Narrative:
Since 1982 I have been employed by the FAA as an air traffic controller at mcn RAPCON/tower--twice from 1982-1985, and again from 1988-present. Since returning to mcn RAPCON in 1988, the frequency assigned to RAPCON have bled over on each other. This has been reported to the FAA over and over and over. The agency, however, has failed on all attempts to correct this problem. On several occasions this has caused problems to the controller and the pilots. Callback conversation with reporter revealed the following: reporter stated the bleed-over problem is associated with 118.3 and 119.6. No ucr has been filed, but he is thinking about filing an ucr. The bleed-over is a continuous concern to the controllers and it is loud enough to override the pilot's transmission. The equipment is FAA and maintained by FAA personnel. At&T has the contract to maintain the interphone system. Manager wrote several letters about 1 yr ago to FAA in reference to the bleed-over situation. Some investigation was accomplished. Nothing is being done today. The bleed-over can be heard on the recording tapes.

Title: FREQ BLEED-OVER.

CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: RPTR STATED THE BLEED-OVER PROB IS ASSOCIATED WITH 118.3 AND 119.6. NO UCR HAS BEEN FILED, BUT HE IS THINKING ABOUT FILING AN UCR.
