Narrative:
Poorly painted taxiway markings reduces the opportunity for pilots to know where they are and what to do. I believe FAA budget laxity leads airports to paint hold short lines and txwys at a time that is cost related as opposed to when it needs repainting. Phl exiting 27R at xray, very difficult to see hold short lines. Solution: have airports paint more often, or as required to provide a good service to pilots.
