Narrative:

I was instructing on local control. Taxiway a is partially painted as a runway in preparation for use as a temporary runway starting in mid-may. Aircraft X landed on taxiway a. This event was not discernible from the tower. A construction crew who was working on a reported the event to the ground controller. The plane rolled out quite close to the crew. I estimate 1000 ft or less. The taxiway is marked with elevated X's to indicate that it is not a landing surface; but this aircraft made a short approach and did not see the X's. This is a very unsafe operating configuration and we will be in this configuration for another two weeks. It is an accident waiting to happen.
