Narrative:
While attempting to land at westover with a cloud layer moving in, I descended down over the runway through a hole in the cloud layer. Basic VFR minimums did not exist at the time. I felt compelled to make it because this was the fourth attempt at landing at an alternate that morning and the customer was waiting for his cargo.

Title: ATX SMT VFR IN IMC. PLT ELECTED TO LAND AT NON TWR ARPT WITHOUT NAVIGATION APCH AIDS IN WX BELOW VFR MINIMUMS.
Narrative: WHILE ATTEMPTING TO LAND AT WESTOVER WITH A CLOUD LAYER MOVING IN, I DSNDED DOWN OVER THE RWY THROUGH A HOLE IN THE CLOUD LAYER. BASIC VFR MINIMUMS DID NOT EXIST AT THE TIME. I FELT COMPELLED TO MAKE IT BECAUSE THIS WAS THE FOURTH ATTEMPT AT LNDG AT AN ALTERNATE THAT MORNING AND THE CUSTOMER WAS WAITING FOR HIS CARGO.
