Narrative:
Newark airport was departing two runways (4L and 29). This leaves the satellite controller very little room to vector arrs into teb. The departure controller was very busy and could not climb his runway 4L departures over the SID altitude of 2500'. I, the satellite controller own 2000-1500' on localizer. Departure controller owns 2500-8000' in same area. We were both in our airspace but only had 500' between 2 air carrier X and small aircraft Y. Some suggestions are for ever to change SID off runway 4L, which means reallocating airspace with lga approach, not depart 2 runways which overburdens the departure controller, or stop teb arrs altogether when ewr is departing runways 4L and 29. Supplemental information from acn 165638. Teterboro arrs may not descend to 1500' unless established on the localizer, MVA is 1700'. When newark departs runway 29 the teterboro arrival is brought southbound at 2000'. The turn to the localizer is a left turn with runway 29 departures to the right and runway 4 departures to the left. The turn to the localizer is done in such close proximity to dandy, (because of runway 29 departures) that the aircraft does not have sufficient time for descent. Actual occurrence was small aircraft Y being turned onto the teterboro localizer just outside dandy at 2000', 1500' when established. Small aircraft Y over dandy at 2000' and a newark air carrier X departure over dandy westbound at 2500'. Both controllers legally operating in their own airspace.
Original NASA ASRS Text
Title: ACR X HAD LESS THAN STANDARD SEPARATION FROM SMA Y. SYSTEM ERROR.
Narrative: NEWARK ARPT WAS DEPARTING TWO RWYS (4L AND 29). THIS LEAVES THE SATELLITE CTLR VERY LITTLE ROOM TO VECTOR ARRS INTO TEB. THE DEP CTLR WAS VERY BUSY AND COULD NOT CLB HIS RWY 4L DEPS OVER THE SID ALT OF 2500'. I, THE SATELLITE CTLR OWN 2000-1500' ON LOC. DEP CTLR OWNS 2500-8000' IN SAME AREA. WE WERE BOTH IN OUR AIRSPACE BUT ONLY HAD 500' BTWN 2 ACR X AND SMA Y. SOME SUGGESTIONS ARE FOR EVER TO CHANGE SID OFF RWY 4L, WHICH MEANS REALLOCATING AIRSPACE WITH LGA APCH, NOT DEPART 2 RWYS WHICH OVERBURDENS THE DEP CTLR, OR STOP TEB ARRS ALTOGETHER WHEN EWR IS DEPARTING RWYS 4L AND 29. SUPPLEMENTAL INFO FROM ACN 165638. TETERBORO ARRS MAY NOT DSND TO 1500' UNLESS ESTABLISHED ON THE LOC, MVA IS 1700'. WHEN NEWARK DEPARTS RWY 29 THE TETERBORO ARR IS BROUGHT SBND AT 2000'. THE TURN TO THE LOC IS A L TURN WITH RWY 29 DEPS TO THE R AND RWY 4 DEPS TO THE L. THE TURN TO THE LOC IS DONE IN SUCH CLOSE PROX TO DANDY, (BECAUSE OF RWY 29 DEPS) THAT THE ACFT DOES NOT HAVE SUFFICIENT TIME FOR DSNT. ACTUAL OCCURRENCE WAS SMA Y BEING TURNED ONTO THE TETERBORO LOC JUST OUTSIDE DANDY AT 2000', 1500' WHEN ESTABLISHED. SMA Y OVER DANDY AT 2000' AND A NEWARK ACR X DEP OVER DANDY WBND AT 2500'. BOTH CTLRS LEGALLY OPERATING IN THEIR OWN AIRSPACE.
