Narrative:

Air carrier X was estimating 18N/60W xx 35Z at FL350. Air carrier Y was estimating 18N/60 west XX38Z at FL290. When I passed the estimates to piareo control, I mistakenly said YY38Z for air carrier Y which was an 1 hour error. Then when piareo came in contact with air carrier X at 18N/60W, piareo gave him a descent clearance which put him in conflict with air carrier Y. This incident would have been avoided if ny ARTCC was automated with piareo control. This incident would also have been avoided if the controller in piareo had taken proper action, such as question the pilot estimate, or called ny for control for descent. We must improve the equipment in which we have to work with. On this day we were using an outside line (att) to call piareo with estimates. This can result in a dangerous situation.

Title: ACR X HAD LESS THAN STANDARD SEPARATION FROM ACR Y. SYSTEM ERROR.

Narrative: ACR X WAS ESTIMATING 18N/60W XX 35Z AT FL350. ACR Y WAS ESTIMATING 18N/60 W XX38Z AT FL290. WHEN I PASSED THE ESTIMATES TO PIAREO CTL, I MISTAKENLY SAID YY38Z FOR ACR Y WHICH WAS AN 1 HR ERROR. THEN WHEN PIAREO CAME IN CONTACT WITH ACR X AT 18N/60W, PIAREO GAVE HIM A DSNT CLRNC WHICH PUT HIM IN CONFLICT WITH ACR Y. THIS INCIDENT WOULD HAVE BEEN AVOIDED IF NY ARTCC WAS AUTOMATED WITH PIAREO CTL. THIS INCIDENT WOULD ALSO HAVE BEEN AVOIDED IF THE CTLR IN PIAREO HAD TAKEN PROPER ACTION, SUCH AS QUESTION THE PLT ESTIMATE, OR CALLED NY FOR CTL FOR DSNT. WE MUST IMPROVE THE EQUIP IN WHICH WE HAVE TO WORK WITH. ON THIS DAY WE WERE USING AN OUTSIDE LINE (ATT) TO CALL PIAREO WITH ESTIMATES. THIS CAN RESULT IN A DANGEROUS SITUATION.
