Narrative:
Air carrier X takeoff from lga, cleared to climb to 5000'. SID called for right turn on runway 4. Departure cleared left turn to 360 degree when airborne. Noticed an aircraft approaching from right front. We stopped our turn at approximately 020 degree and decreased climb rate almost to 0 FPM. Aircraft passed slightly in front of us and to our left. When clear, we continued our climb and turn to 360 degree. Departure was questioned about the aircraft and stated there was a twin at 2500', but I do not think it passed over the VOR but rather the airport. I feel this problem could have been avoided altogether if tower had delayed our takeoff clearance slightly. I also feel we should have been advised of the traffic before takeoff, much less once airborne. We were never advised.

Title: ACR X HAD LESS THAN STANDARD SEPARATION AND NMAC WITH ACFT Y. SYSTEM ERROR.
Narrative: ACR X TKOF FROM LGA, CLRED TO CLB TO 5000'. SID CALLED FOR R TURN ON RWY 4. DEP CLRED L TURN TO 360 DEG WHEN AIRBORNE. NOTICED AN ACFT APCHING FROM R FRONT. WE STOPPED OUR TURN AT APPROX 020 DEG AND DECREASED CLB RATE ALMOST TO 0 FPM. ACFT PASSED SLIGHTLY IN FRONT OF US AND TO OUR L. WHEN CLR, WE CONTINUED OUR CLB AND TURN TO 360 DEG. DEP WAS QUESTIONED ABOUT THE ACFT AND STATED THERE WAS A TWIN AT 2500', BUT I DO NOT THINK IT PASSED OVER THE VOR BUT RATHER THE ARPT. I FEEL THIS PROB COULD HAVE BEEN AVOIDED ALTOGETHER IF TWR HAD DELAYED OUR TKOF CLRNC SLIGHTLY. I ALSO FEEL WE SHOULD HAVE BEEN ADVISED OF THE TFC BEFORE TKOF, MUCH LESS ONCE AIRBORNE. WE WERE NEVER ADVISED.
