Narrative:
Air carrier X sebnd to cmh came within 4.2 mi latitude and 700' vertical of aircraft Y, who was descending to FL190 from high altitude. Aircraft Y was asked to climb to and maintain FL220, but had already came within prescribed boundaries. Aircraft Y should have been stopped on top of air carrier X instead of attempting to get him below the aircraft.

Title: ACR X HAD LESS THAN STANDARD SEPARATION FROM ACFT Y. SYSTEM ERROR.
Narrative: ACR X SEBND TO CMH CAME WITHIN 4.2 MI LAT AND 700' VERT OF ACFT Y, WHO WAS DSNDING TO FL190 FROM HIGH ALT. ACFT Y WAS ASKED TO CLB TO AND MAINTAIN FL220, BUT HAD ALREADY CAME WITHIN PRESCRIBED BOUNDARIES. ACFT Y SHOULD HAVE BEEN STOPPED ON TOP OF ACR X INSTEAD OF ATTEMPTING TO GET HIM BELOW THE ACFT.
