Narrative:

I feel lucky to be submitting this report. We were on final on a visual approach to xxl. We were outside of zzzzz. We had been handed over to tower but before being handed off; approach told us to expedite our descent to 3000 ft from 4000 ft. I didn't understand because I saw no other traffic around except for the a/c (aircraft) we were following. I believe it was also approach that asked us to slow to our final approach speed. We did both. As we configured and slowed and changed frequency to tower; we received a TA (traffic advisory) from the TCAS (traffic collision avoidance system). Traffic traffic. I looked at the display and saw a target. It read +02 and right on top of us. I couldn't comprehend it. I thought; where did that come from? There had been nothing on the display except the aircraft in front of us. Then it read +01 and right away to 00; inside of the triangle representing our plane on our display. I was waiting for a RA (resolution advisory); telling us to descend; but never another peep from the TCAS. I was looking outside to the right because the numbers on our triangle made it look like it was possibly on that side. I couldn't see anything. The jump seater was also looking and couldn't see it either. The first officer (first officer) finally saw it. He commented; it was close! I remember waiting to hear some scrapping. Feeling it was a helicopter or a false target. I asked tower if we had any traffic near us. He responded an aircraft had overshot xxr. We weren't told anything about him. I feel he must have either been cleared for the wrong runway or was preceding to the wrong runway. If this were a prm (precision runway monitor) approach there would have been a breakout well before this point. How does an aircraft get this close to another aircraft today?????? We continued for a normal landing. I really do need some answers though. Why no RA from the TCAS? Was the other plane getting a RA? If not; why not? Why not a word from ATC? Why were we both at 3000 ft? This felt very very close. I mean; in our triangle; with 00 ft!!!!sloppy airmanship. Poor vectoring. Wrong runway identification. None by us. ATC paying better attention. Like I said; a prm would have had a breakout. We had nothing. Better flying skills by the regional pilots. A TCAS that works.
