Narrative:
We were cleared takeoff on runway O1L iad. Initial instructions were heading 360 4000'. After we switched to departure, we were instructed to climb to 6000'. I read back 6000' and the controller read back the clearance again and I read it back a second time. When out of 5000' I raised my head and I saw the belly of a white light single aircraft, covering the whole span of our windshield. I immediately told the captain and he initiated evasive action. I would say initially a right turn of about 40 degree but he realized we were still closing, so he increased the bank to between 50 degree and 60 degree. I checked our altitude in the evasive action and we were going through 5300' to 5500' the controller called after we had already evaded the target at about 5400' and instructed us to maintain 5000'. I looked at the altimeter again and we were already going through 5700' at which time the controller came back and instructed us to maintain 6000'. We climbed to 6000' as instructed.

Title: CONFLICT WITH SMA TRANSITING THE DEP PATH.
Narrative: WE WERE CLRED TKOF ON RWY O1L IAD. INITIAL INSTRUCTIONS WERE HDG 360 4000'. AFTER WE SWITCHED TO DEP, WE WERE INSTRUCTED TO CLB TO 6000'. I READ BACK 6000' AND THE CTLR READ BACK THE CLRNC AGAIN AND I READ IT BACK A SEC TIME. WHEN OUT OF 5000' I RAISED MY HEAD AND I SAW THE BELLY OF A WHITE LIGHT SINGLE ACFT, COVERING THE WHOLE SPAN OF OUR WINDSHIELD. I IMMEDIATELY TOLD THE CAPT AND HE INITIATED EVASIVE ACTION. I WOULD SAY INITIALLY A R TURN OF ABOUT 40 DEG BUT HE REALIZED WE WERE STILL CLOSING, SO HE INCREASED THE BANK TO BTWN 50 DEG AND 60 DEG. I CHKED OUR ALT IN THE EVASIVE ACTION AND WE WERE GOING THROUGH 5300' TO 5500' THE CTLR CALLED AFTER WE HAD ALREADY EVADED THE TARGET AT ABOUT 5400' AND INSTRUCTED US TO MAINTAIN 5000'. I LOOKED AT THE ALTIMETER AGAIN AND WE WERE ALREADY GOING THROUGH 5700' AT WHICH TIME THE CTLR CAME BACK AND INSTRUCTED US TO MAINTAIN 6000'. WE CLBED TO 6000' AS INSTRUCTED.
