Narrative:
Ramp agent told crew that the propeller ties and gear pins had been removed (not normally done by ramp crews) because they had started deicing the aircraft. The first officer proceeded out to the aircraft to perform his preflight and check on the deicing. I checked the release, the WX and ordered fuel. After the deicing was completed, I walked around the aircraft to make sure it was free of ice and noticed that the propeller ties were removed and did not see the red gear pin flags. As the first officer did the paperwork and got the clearance, I performed the checklists. Upon gear retraction, we observed a malfunction. Nose gear and right main gear filed to retract. Left main fully retracted. We cycled the gear several times. With the gear handle in the down position, the right main and nose gear were down and locked and the left main showed that it was in an unsafe position. We elected to keep the gear down. Did not return to the departure airport due to the low ceilings and contaminated runways. Advised our company of the problem and they advised us to divert to pvd, which had better WX. Advised ATC, F/a and the passenger of the situation. Followed the emergency gear extension checklist, and still had a left main gear unsafe indication. Flew by the pvd tower and they advised the gear appeared to be down. Proceeded to land. As the aircraft slowed, the left main gear collapsed and the aircraft came to rest on the runway. Shutdown performed. I exited the aircraft through an emergency exit. People were evacked through the main airstair door. After landing, we discovered all 3 gear pins were inadvertently installed. Left main retracted with the pin in an unknown position, causing it to jam the landing gear on retraction or extension. It was necessary to remove the left gear pin with bolt cutters.

Title: GEAR COLLAPSE ON LNDG ROLL.
Narrative: RAMP AGENT TOLD CREW THAT THE PROP TIES AND GEAR PINS HAD BEEN REMOVED (NOT NORMALLY DONE BY RAMP CREWS) BECAUSE THEY HAD STARTED DEICING THE ACFT. THE F/O PROCEEDED OUT TO THE ACFT TO PERFORM HIS PREFLT AND CHK ON THE DEICING. I CHKED THE RELEASE, THE WX AND ORDERED FUEL. AFTER THE DEICING WAS COMPLETED, I WALKED AROUND THE ACFT TO MAKE SURE IT WAS FREE OF ICE AND NOTICED THAT THE PROP TIES WERE REMOVED AND DID NOT SEE THE RED GEAR PIN FLAGS. AS THE F/O DID THE PAPERWORK AND GOT THE CLRNC, I PERFORMED THE CHKLISTS. UPON GEAR RETRACTION, WE OBSERVED A MALFUNCTION. NOSE GEAR AND RIGHT MAIN GEAR FILED TO RETRACT. LEFT MAIN FULLY RETRACTED. FOLLOWED THE EMER GEAR EXTENSION CHKLIST, AND STILL HAD A LEFT MAIN GEAR UNSAFE INDICATION. FLEW BY THE PVD TWR AND THEY ADVISED THE GEAR APPEARED TO BE DOWN. PROCEEDED TO LAND. AS THE ACFT SLOWED, THE LEFT MAIN GEAR COLLAPSED AND THE ACFT CAME TO REST ON THE RWY. SHUTDOWN PERFORMED. I EXITED THE ACFT THROUGH AN EMER EXIT. PEOPLE WERE EVACKED THROUGH THE MAIN AIRSTAIR DOOR. AFTER LNDG, WE DISCOVERED ALL 3 GEAR PINS WERE INADVERTENTLY INSTALLED. LEFT MAIN RETRACTED WITH THE PIN IN AN UNKNOWN POS, CAUSING IT TO JAM THE LNDG GEAR ON RETRACTION OR EXTENSION. IT WAS NECESSARY TO REMOVE THE LEFT GEAR PIN WITH BOLT CUTTERS.
