Narrative:
While being vectored from brezy intersection for approach to hpn, was advised of VFR traffic at my 11 O'clock, 2700' southbound. Informed ATC that traffic was not in sight. ATC also said that traffic was an light transport jet and an small transport. First officer was flying. I left ATC frequency to call company. During this call TCAS issued an RA, with instructions to climb. I broke off company communication, instructed first officer to initiate climb, and directed my attention to my 9 O'clock, where target had appeared. Saw light transport and small transport flying in formation, in a fast climbing right turn toward me. RA ceased at 3300'. Evasive maneuver topped at 3500'. Informed westchester approach of conflict. Was advised that conflicting traffic was operating 'VFR, and and do whatever they want to,' approach control then xferred my flight to hpn tower.

Title: ACR ON APCH HAS CONFLICT WITH LTT AND SMT.
Narrative: WHILE BEING VECTORED FROM BREZY INTXN FOR APCH TO HPN, WAS ADVISED OF VFR TFC AT MY 11 O'CLOCK, 2700' SBND. INFORMED ATC THAT TFC WAS NOT IN SIGHT. ATC ALSO SAID THAT TFC WAS AN LTT JET AND AN SMT. F/O WAS FLYING. I LEFT ATC FREQ TO CALL COMPANY. DURING THIS CALL TCAS ISSUED AN RA, WITH INSTRUCTIONS TO CLB. I BROKE OFF COMPANY COM, INSTRUCTED F/O TO INITIATE CLB, AND DIRECTED MY ATTN TO MY 9 O'CLOCK, WHERE TARGET HAD APPEARED. SAW LTT AND SMT FLYING IN FORMATION, IN A FAST CLBING RIGHT TURN TOWARD ME. RA CEASED AT 3300'. EVASIVE MANEUVER TOPPED AT 3500'. INFORMED WESTCHESTER APCH OF CONFLICT. WAS ADVISED THAT CONFLICTING TFC WAS OPERATING 'VFR, AND AND DO WHATEVER THEY WANT TO,' APCH CTL THEN XFERRED MY FLT TO HPN TWR.
