Narrative:
We were advised by company 1 1/2 hours after takeoff that one of our main gear tires recap may have separated at takeoff. They made arrangements for emergency equipment and mechanics to meet us upon landing. Dfw developed WX problems, which caused us to be rerouted and use more fuel. Scheduled to arrive with 8400 pounds. With reroute we landed with 7400 pounds. We were cleared to land on runway 18L. Then we noticed another plane Y was on runway which seemed not to be moving. The other plane finally started to roll and we landed shortly after he was airborne. My fuel state was low, we thought we had a problem and another plane was on the runway we were cleared to land on. Given our situation I do not think the other plane should have been on the runway with us trying to land.

Title: FLC OF ACR LGT LANDING AT DFW WITH TWR PROBLEMS IS DISTR BY LATE TKOF OF ACFT ON RWY AHEAD.

MY FUEL STATE WAS LOW, WE THOUGHT WE HAD A PROB AND ANOTHER PLANE WAS ON THE RWY WE WERE CLRED TO LAND ON. GIVEN OUR SITUATION I DO NOT THINK THE OTHER PLANE SHOULD HAVE BEEN ON THE RWY WITH US TRYING TO LAND.
