Narrative:
Just after T/D on runway 27 (Q68), a pickup truck was observed approaching the runway and was about to cross. This would have resulted in a collision with my aircraft. I still had 35 KTS on the roll. Too fast to stop a tail dragger, but enough to balloon over by pulling full flaps (I landed with none). Full power brought me back down safely west/O stall/spin, but I do believe I stalled. Veh was gone when I looked back after rollout. Because the airport is 2980' MSL, my small aircraft was lucky to have been able to balloon over west/O stall/spin. Anyway, the problem is clear. There are many illegal incidents of vehs, pedestrians, bicycles, skateboards and dogs ever day at this airfield. The residents of this airport community are the primary offenders. We need law enforcement action here immediately. I know this is not an airspace system problem, but this is a public airport which is so constructed so as to allow vehs easy access west/O fear of enforcement action. Callback conversation with reporter revealed the following: truck was moving from the ramp area to the north across the runway to home on the north side of the airport. Advised an ab was being considered,but not much else could be done. Feels the pilot's assn is probably the main offenders. Says he climbed directly over the veh. Would like to see some tickets issued to offenders. A continuing problem.

Title: VEHICLE CROSSES IN FRONT OF LNDG ACFT. CLIMB OVER VEHICLE AND LAND.

ADVISED AN AB WAS BEING CONSIDERED,BUT NOT MUCH ELSE COULD BE DONE. FEELS THE PLT'S ASSN IS PROBABLY THE MAIN OFFENDERS. SAYS HE CLBED DIRECTLY OVER THE VEH. WOULD LIKE TO SEE SOME TICKETS ISSUED TO OFFENDERS. A CONTINUING PROB.
