Narrative:
I had nearly completed my takeoff checklist in the run-up area when an automobile drove off the runway, around me, and stopped on the taxiway. The driver got out of the car and began chasing a dog. I shut down the engine, exited the aircraft and approached the driver and asked her what she was doing on the runway/taxiway. She said she was trying to catch her dog. Did she realize that had she driven down the runway only a few mins later that she probably would have collided with my aircraft attempting to takeoff in 1 1/4 mi visibility? No, she didn't. I made her promise to wait exactly where she was until I took off, and then carefully depart the airport, and to never drive on the airport grounds again. She kept her promise, and I completed my checklist/run-up, and -- clearance still valid -- I took off. Callback conversation with reporter revealed the following information: reporter states that we should not worry about this situation. It was a fluke deal and will not happen again. When reporter went to consult with airport manager he said he knew all about it. How? There are very few places where a car can actually get through fenced area. Deer are more of a problem.

Title: VEHICLE CROSSES IN FRONT OF ACFT READYING FOR TKOF.
Narrative: I HAD NEARLY COMPLETED MY TKOF CHKLIST IN THE RUN-UP AREA WHEN AN AUTOMOBILE DROVE OFF THE RWY, AROUND ME, AND STOPPED ON THE TXWY. THE DRIVER GOT OUT OF THE CAR AND BEGAN CHASING A DOG. I SHUT DOWN THE ENG, EXITED THE ACFT AND APCHED THE DRIVER AND ASKED HER WHAT SHE WAS DOING ON THE RWY/TXWY. SHE SAID SHE WAS TRYING TO CATCH HER DOG. DID SHE REALIZE THAT HAD SHE DRIVEN DOWN THE RWY ONLY A FEW MINS LATER THAT SHE PROBABLY WOULD HAVE COLLIDED WITH MY ACFT ATTEMPTING TO TKOF IN 1 1/4 MI VISIBILITY? NO, SHE DIDN'T. SHE KEPT HER PROMISE, AND I COMPLETED MY CHKLIST/RUN-UP, AND -- CLRNC STILL VALID -- I TOOK OFF. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATES THAT WE SHOULD NOT WORRY ABOUT THIS SIT. IT WAS A FLUKE DEAL AND WILL NOT HAPPEN AGAIN. WHEN RPTR WENT TO CONSULT WITH ARPT MGR HE SAID HE KNEW ALL ABOUT IT. HOW? THERE ARE VERY FEW PLACES WHERE A CAR CAN ACTUALLY GET THROUGH FENCED AREA. DEER ARE MORE OF A PROB.
