Narrative:
In sum: flying from stead to north las vegas airport. Discovered that sectional chart had been packed with charts already completed and ran off of san francisco chart. Had terminal aera chart but did not cover area of present position. Encountered dust storm ahead on course, reversed course and became quite disoriented. Penetrated restr area and were contacted by nellis approach. Vectored clear of area and continued on low altitude because of turbulence. Finally entered area of terminal chart and made contact with las approach. Reporter was given a phone number to call once on the ground. Reporter spoke with nellis controller, las vegas FSDO and seattle FSDO. He was accused of penetrating the class B airspace at las but denies this airspace penetration. Further talks made me realize that I was in error of not only having a chart of the area in hand but that I had talked myself into not using 121.5 for help. I believed that no emergency existed because of: 1) nothing was wrong with the airplane. 2) had 4 hours of fuel in tanks. 3) the LORAN was working giving out a heading and distance to north las vegas. 4) knowing that if I stayed on the west side of highway 95 I would be clear of restr airspace. The trouble was knowing what road was highway 95. 5) to some extent of being ashamed to admit I was lost in this degree.

Title: SMA PLT ENTERS RESTR AREA WITHOUT CONTACT.
Narrative: IN SUM: FLYING FROM STEAD TO NORTH LAS VEGAS ARPT. DISCOVERED THAT SECTIONAL CHART HAD BEEN PACKED WITH CHARTS ALREADY COMPLETED AND RAN OFF OF SAN FRANCISCO CHART. HAD TERMINAL AERA CHART BUT DID NOT COVER AREA OF PRESENT POS. ENCOUNTERED DUST STORM AHEAD ON COURSE, REVERSED COURSE AND BECAME QUITE DISORIENTED. PENETRATED RESTR AREA AND WERE CONTACTED BY NELLIS APCH. VECTORED CLR OF AREA AND CONTINUED ON LOW ALT BECAUSE OF TURB. FINALLY ENTERED AREA OF TERMINAL CHART AND MADE CONTACT WITH LAS APCH.
