Narrative:
On approach into ont, aircraft was held high until late in the approach. While on inbound to petis on approximately 290 degree heading, approach control asked if needed a vector for too high. Confusion resulted about whether vector was 230 degree heading or 330 degree heading. WX was VFR, VMC. While turning to 330 degree heading an aircraft was sighted at 1 O'clock high. We called to confirm heading of 330 degrees and initiated a left descending turn back to 230 degrees. During turn and descent, TCAS called traffic. TCAS RA called for descent continued descent and turn and conflict resolved. Traffic passed high and right. Earlier descent clearance is necessary. This is a recurring problem at ont. Rapid changes in clearance (headings, altitudes, fixes) should be avoided. Prior planning by approach control would eliminate the entire problem. Traffic advisory by ATC needed. Monitoring of aircraft on vectors poor.

Narrative: ON APCH INTO ONT, ACFT WAS HELD HIGH UNTIL LATE IN THE APCH. WHILE ON INBND TO PETIS ON APPROX 290 DEG HDG, APCH CTL ASKED IF NEEDED A VECTOR FOR TOO HIGH. CONFUSION RESULTED ABOUT WHETHER VECTOR WAS 230 DEG HDG OR 330 DEG HDG. WX WAS VFR, VMC. WHILE TURNING TO 330 DEG HDG AN ACFT WAS SIGHTED AT 1 O'CLOCK HIGH. TFC PASSED HIGH AND RIGHT. EARLIER DSNT CLRNC IS NECESSARY. THIS IS A RECURRING PROB AT ONT. RAPID CHANGES IN CLRNC (HDGS, ALTS, FIXES) SHOULD BE AVOIDED.
